What the Data Shows
Algeria reported 400 MW of recently commissioned solar capacity against a stated 2026 goal of adding more than 1,400 MW of generation capacity. The commissioned amount is an observed addition, while the target is a forward-looking lower bound. Four hundred megawatts is less than 28.6% of the 1,400 MW target floor. At least another 1,000 MW would be required to reach that floor, and more would be needed to exceed 1,400 MW.

The target is stated as more than 1,400 MW, so 1,400 MW is a floor rather than an exact target. The progress share is an upper bound and the remaining capacity is a lower bound.
Methodology
The comparison preserves the source’s inequality: the target is more than 1,400 MW. Calculations therefore produce bounds rather than exact completion values.

Both values come from the same April 2026 report and use MW, but one is a final commissioned amount and the other is a forecast lower-bound target.
