Prison population rates are ranked across ten UNODC nation rows for 2023. The measure is persons held per 100,000 population, so it compares custody intensity rather than total prison population. Dominica ranked highest at 610 per 100,000, followed by Panama at 537. The tenth row, Nauru, was 320 per 100,000, making Dominica 1.91 times higher.
