What the Data Shows
Russia’s 301 operating banks are divided between universal and basic licences at 1 June 2026. The two licence categories form a complete bank denominator and are measured as institution counts and shares. Universal-licence banks account for 70.4% of the total with 212 institutions, compared with 29.6% and 89 basic-licence banks. The same source lists 57 non-bank financial institutions, which sit outside the operating-bank licence denominator.

Methodology
The official counts for universal- and basic-licence banks are divided by the published total of 301 operating banks. The 57 non-bank financial institutions are preserved as an outside benchmark and are excluded from the licence composition.
Source consistency notes
Both composition segments and the denominator use one Bank of Russia banking-sector page, one 1 June 2026 reference date and institution counts.
