What the Data Shows
Taiwan visitor markets that remained below their 2019 arrival levels are ranked by the size of the 2025 shortfall. The comparison covers 12 sovereign markets still below baseline and expresses each gap as a percentage of that market’s 2019 arrivals. Japan had the largest shortfall at 31.6%, followed by Malaysia at 24.3%. South Korea remained 17.6% below 2019, while Sweden was 17.4% below.

Methodology
For each sovereign market below its 2019 level, the 2025 shortfall was divided by the final 2019 count. Markets were ordered by the largest unrounded percentage shortfall.
