What the Data Shows
European Union member states are compared by old-age dependency ratio on 1 January 2025. The data use people aged 65 and over per 100 people aged 15–64, with the EU average and Luxembourg low benchmark included. Italy ranked highest at 39.0, followed by Bulgaria at 38.7 and Portugal at 38.6. Italy was 4.5 points above the EU average and 17.0 points above Luxembourg.

Data notes & caveats
The old-age dependency ratio is people aged 65 and over per 100 people aged 15–64. The graphic uses the three highest member-state rows plus EU and low benchmarks from the same Eurostat article.
Methodology
The benchmark overview plots Italy against the EU average and Luxembourg low benchmark. Bulgaria and Portugal are included as support metrics because the captured source frame has only three leader rows.
Source consistency notes
Rows and benchmarks use the same Eurostat source, date and unit. Official-final-only is true for the Eurostat population-structure release.
