What the Data Shows
General government final consumption expenditure equalled 18.3% of Russia’s GDP in 2024. The measure covers government consumption of goods and services rather than all government spending. It is a ratio to national GDP, not a share of public expenditure. It should not be read as total government spending.

Data notes & caveats
Government final consumption is narrower than total government expenditure. The GDP denominator is national output.
Methodology
The Russia value comes from the World Bank WDI government-final-consumption share indicator for 2024. No cross-country ranking or selected-row denominator is applied.
Source consistency notes
All values use the same World Bank World Development Indicators dataset, period basis and clearly labelled units.
