The measure is people with private health insurance as a share of the civilian noninstitutionalized population and is reported as a percentage. North Dakota has the highest estimate at 79.3%, 1.4 percentage points above Utah. South Dakota ranks ninth at 73.2%, making the leading estimate 1.08 times as high; close estimates should be read with their reported 90% margins of error.
