Basic medical insurance covered 1,330.68 million people at the end of 2025. Basic pension insurance followed with 1,075.99 million participants. Work-injury, maternity and unemployment insurance each covered between 249 million and 305 million people. Program memberships overlap, so the five enrollment figures cannot be added to estimate a unique insured population.
